Dellawa Sub Office

Until 1981, there were two village councils, Neluwa and Dellawa, and in 1981, the Development Council was designated as Tutchaya and in 1987, the Neluwa Precinct Council was designated as its sub-office by the District Council Act.

Public library

To meet the educational and information needs of the people of the Neluwa area, the Neluwa Public Library has been established in the Precinct Council office premises of the Neluwa Trade Complex Building. A total of 7,700 books related to various sectors classified using Dewey Decimal Classification have been provided for the use of readers. Also, a library of 5,200 books has been established at the Dellawa sub-office of Nelwa Regional Council.

Free Ayurvedic Dispensary

It is a medical center that provides free medical treatment run by Nelwa local council with the aim of creating a physically and mentally healthy society through Ayurvedic medicine. It is open five days a week and treats a large number of patients daily.

Garbage storage yard

Garbage collected from Neluwa city is taken to the garbage storage yard, sorted and non-perishable materials are sent to the relevant recycling institutions and organic fertilizers are produced from the perishable materials. Development Officer K.W. Mr. Saman Kumara conducts.
